Abstract
The purpose of this study is to conduct a projection of supplies and workforce needs for 2014-2018, and
conduct an analysis of the suitability between the supply and workforce need of 2014-2018 and to
formulated holistic policies and employment programs that include Labor training programs to improve
competitiveness in dealing with global markets.
This research was conducted in the city of Balikpapan, East Kalimantan Province, precisely at the Office
of Balikpapan City Statistic Agency with primary and secondary data types, and conducted a quantitative
descriptive analysis with the trend and extrapolation method to projecting labor needs in 2014-2018
projected using the linier trend method. This projection based on 2014-2018 trends. In labor planning, the
input output model used to see the effect of effective final demand on employment opportunities in
various production sectors. This influence can predicted in the future so that it can used as a material
consideration of employment policies where the labor supply and economic growth in the city of
Balikpapan is not balanced. Significant differences between labor supply and economic and technological
growth can cause unemployment.
Synergy and energy in the field of employment program are need as innovation and creativity in every
business sector to equip skilled and strong workforce to improve the quality and skills of the workforce.
